Welcome to the compendium of CGIAR evaluation guidelines. The independent Evaluation Function within IAES has engaged in the co-design and revision of the guidelines to operationalize the CGIAR Evaluation Framework and Policy (2022) and reflect changes in CGIAR.
The evaluation guidelines facilitate alignment with the 15 standards and principles of the Evaluation Framework, with a special focus on ‘capacity building’, ‘measurability’, and ‘mutual accountability’. They also emphasize ‘a holistic and consistent CGIAR-wide approach to monitoring, evaluation and learning’, one of five pillars of the revised Evaluation Policy.
Management Engagement and Response (MER): Process & Performance Evaluations in CGIAR
Making CGIAR Evaluations Gender Responsive and Inclusive: Integrating Gender Equality Youth and Inclusion (GEYSI) & Gender Diversity and Inclusion (GDI) into CGIAR Evaluations
Purpose: To provide guidance on how to integrate GEYSI and GDI/C&E into CGIAR evaluations.
Conducting and Using Evaluability Assessments in CGIAR: CGIAR Evaluation Guidelines
Purpose: To operationalize evaluability and related standards in the CGIAR Evaluation Framework to improve evaluability, ensure cost-effectiveness, and contribute toward a continuous learning culture in CGIAR (also in Spanish).
Applying Quality of Research for Development Frame of Reference to Process and Performance Evaluations
Purpose: To harmonize the overall approach for evaluating research and science quality in CGIAR and similar contexts; to facilitate a common understanding of the Quality of Science (QoS) evaluation criterion and the methods. They can be adapted by like-minded organizations conducting research for development (R4D) (also in Spanish).
