The Standing Panel on Impact Assessment (SPIA) is an external, impartial panel of experts accountable to the CGIAR Council. SPIA research generates data on the reach and causal impacts of CGIAR innovations and policy activities, providing independent strategic advice to the CGIAR System on efficient and effective impact assessment methods and practices. 

SPIA's approach to gathering and interpreting evidence is carried out through three main workpillars:

  1. Country studies of CGIAR reach at the System level
  2. Causal impact assessments
  3. Use of rigorous evidence

In line with its mandate, SPIA aims to measure impacts beyond contributions to science and economic performance, and to provide advice on innovative ways to improve knowledge and capacity on how research contributes to development outcomes.

SPIA collaborates with a wide range of partners inside and outside CGIAR, including CGIAR research centers, national and local governments, and academic institutions. SPIA also works with other CGIAR independent advisory services and may convene strategic impact assessment discussions at the request of the CGIAR Council.

SPIA evidence, approaches, and reflections on the impact of CGIAR research can be found in synthesis reports, technical notes, and impact briefs as well as in blogs on our website.
