Abstract
Following the System Council's approval of the 2026–2027 Workplan and Budget for the Independent Advisory and Evaluation Service (IAES), the Evaluation Function is proceeding with a process and performance country evaluation pilot. This Concept Note outlines the design of the pilot evaluation, focusing on Kenya as the first country case. The evaluation seeks to operationalize recommendations from recent system-level syntheses and evaluations, with a view to strengthening country-level coherence, coordination, and learning within CGIAR. It will assess CGIAR's de facto portfolio in Kenya against four evaluation criteria: relevance, coherence, efficiency, and effectiveness.
