Abstract

Following a specific request by the EiB Platform, the evaluation team included a specialist in Organizational Effectiveness to provide perspective, insights and recommendations relating to the ‘human’ aspects of organizational performance development.

The focus of this Component study is on the use of people as a resource (in 3.3 Efficiency), governance, and change management (both under 3.5 Contributing and/or limiting factor). In some cases, we have findings that are more relevant to other headings and are recorded accordingly.

The research included a dedicated on-line survey, 25 interviews, the review of relevant documents, and the EiB team members’ feedback on the initial findings.
