The Independent Advisory and Evaluation and Service (IAES) of CGIAR will present the flagship ongoing work on Evaluability Assessments (EA) of CGIAR’s Research Portfolio 2025-2030 (NEW Terms of Reference) with the participation of the Independent Science for Development Council (ISDC) Chair and Director General (DG) of IRRI. As the session opener, the IAES director will contextualize the session intent within Science Week, and moderate a short fireside chat with ISDC Chair and IRRI DG about the importance, from a scientific and organizational assurance and leadership perspective, to have an evaluable portfolio, and the value of M&E activities more generally in R4D. Presentation of results of a joint Monitoring-Evaluation-Learning-Impact-Assessment (MELIA) Needs Assessment between IAES Evaluation Function and the Program Coordination Unit (PCU) will showcase engagement with CGIAR Program and Accelerator interim directors and deputies, and MEL(IA) focal points. Then, presentation of the EA Framework and Guidelines will help participants learn about the potential benefits of the EA process, in any R4D agency, and how the cooperation of internal units and independent evaluation offices can support the development and evaluability of program Theories of Change and MELIA components. A facilitated Q&A session will allow participants to inquire more deeply about EAs in R4D portfolios.
