Abstract

This document is the master Terms of Reference template for CGIAR Center External Reviews (CERs). It defines the elements that remain standard across reviews and the fields to be completed through scoping with the commissioning Center Board, the center, and the CGIAR Independent Advisory and Evaluation Service (IAES). It should be read with the Methodology and Process Note and the CER Guidance Note.
