Abstract

The CGIAR Independent Advisory and Evaluation Services (IAES)  2022‒24 multi-year workplan (2021; re-confirmed 2024) provides for the 2024 review of CGIAR’s Management Response (MR) System. The CGIAR IAES Evaluation Function will execute the review consistent with its mandate set in the 2018 IAES Terms of Reference (ToR). 

Considering CGIAR's ongoing internal changes, the upcoming CGIAR 2025-30 Portfolio, and preparation for a putative second MOPAN assessment, a review of the MR system to independent evaluations is both timely and relevant. This review, aligned with both accountability and learning objectives, will assess effectiveness and efficiency of the MR system, facilitate the implementation of evaluation recommendations, and support evidence-based planning, programming, and decision-making across CGIAR. 

The "Terms of Reference: Review of CGIAR’s Management Response Sysytem to Independants Evaluations" provides a comprehensive overview of the framework envisioned to assess the MR System. It outlines the review objectives, scope, and users. Moreover, it discusses the roles and responsibilities of various stakeholders who will be involved, such as the Strategic Impact, Monitoring, and Evaluation Committee (SIMEC), the Portfolio Performance Unit (PPU), Global Leadership Team, Integrated Partnership Board (IPB), Internal Audit (IA) and the Project Coordination Unit (PCU). Also the document highlights the review timeline, from the scoping phase to the final report dissemination, providing an indication on the review process. The review aims to identify best practices and areas for improvement within the MR system, aligning with CGIAR's mandate.
