Abstract

The evaluation of the CGIAR Platform for Big Data in Agriculture responds to the request of CGIAR System Council as part of the approved 2021 workplan for the evaluation function under CGIAR Advisory Services Shared Secretariat (CAS Secretariat) to provide evaluative evidence to CGIAR for accountability and learning.  The evaluation was conducted between July and December 2021 by an external evaluation team, which was led by an evaluation expert and comprised four subject matter experts. The evaluation assessed the design, implementation, and achievement of the Platform’s objectives, along the CGIAR Evaluation Policy and OECD/DAC evaluation criteria of relevance, effectiveness, efficiency, and sustainability detailed in the annexes. The evaluation team followed a theory-based mixed-method approach which included: TOC interrogation; an online survey (110 respondents); document review; and 51 key informant interviews. The evaluation team made actionable operational and strategic recommendations for similar initiatives and future One CGIAR towards making digital revolution a central way of working.
