Abstract
A robust Management Response (MR) system is key for addressing evaluation recommendations, as emphasized by the Multilateral Organisation Performance Assessment Network (MOPAN). The United Nations Norms and Standards for Evaluation (NORM 14) further stresses the importance of structured follow-up, requiring organizations to respond explicitly to evaluation recommendations and integrate them into policies and programs.
This benchmarking study maps existing MR structures, processes, and review methodologies, exploring best practices in implementation, oversight mechanisms, and tracking systems to support evaluation uptake.
The study findings helped refine the MR System Review’s Terms of Reference (ToR) and served as additional evidence for data triangulation in the CGIAR MR system review. By providing a comparative analysis of MR systems across organizations, this study offers valuable information for evaluation professionals, commissioners and development practitioners seeking to enhance evaluation use and accountability.
