Abstract
This report presents the findings of a 2024 self-evaluation conducted by SPIA to assess the effectiveness of its 2019–2024 work program. The evaluation combined a document review with an e-survey of key stakeholder groups. The review showed that most planned outputs were delivered on time, despite some early delays.
Survey responses—from members of the System Council/SIMEC, CGIAR research leaders, and impact assessment specialists inside and outside CGIAR—indicated that SPIA largely met its intended outcomes. Stakeholders expressed high levels of satisfaction with SPIA’s work and strong support for its continuation, while also offering constructive suggestions for improvement.
However, low response rates among some groups limited the ability to fully interpret certain findings. The report was prepared by Nancy Johnson, an external consultant to SPIA.
