In observance of the International Day for the Elimination of Violence Against Women, the fourth Future of Evaluation dialogue explored the pivotal role of evaluation in guiding efforts towards a future free from gender-based violence (GBV).
The discussion focused on how gender-responsive evaluation and inclusive evaluation methodologies can drive effective interventions and ensure accountability to end GBV in all its forms, including the growing challenge of technology-facilitated GBV. The dialogue also explored how to best leverage evaluation results to directly influence and achieve GBV policy reforms.

Moderator
Florencia Tateossian is an Evaluation Specialist in the Independent Evaluation Service of UN Women. She has more than 20 years of evaluation experience with a focus on conducting gender-responsive thematic evaluations and managing the national evaluation capacity development portfolio. As part of her capacity development portfolio, she also serves as the co-chair of EvalGender+, a network to advance the use of gender responsive evaluation for better results. She authored the EvalPartners Guidance on Evaluating the Sustainable Development Goals with a “No one left behind” lens through equity-focused and gender-responsive evaluation.
Panelists
Sabas Monroy is an Evaluation Programme Management Officer in the Office of the High Commissioner for Human Rights. Co-convening the UN Evaluation Group (UNEG) Working Group on Gender Equality, Disability Inclusion and Human Rights, he has contributed to the development of system-wide guidance on the integration of these areas in evaluation.
Svetlana Negroustoueva is an evaluation professional with 20+ years of global experience across CGIAR, the World Bank, African Development Bank, USAID, UN, and DFID-funded initiatives. Currently leading the Independent Evaluation Function at CGIAR, she designs and oversees strategic and thematic evaluations. Her work integrates technical rigor with inclusive approaches to improve organizational learning, accountability, towards uptake in complex settings. Svetlana is recognized for advancing feminist and gender-responsive evaluation, serving as a former Co-Chair of EvalGender+ and active member of American Evaluation Association, International Development Evaluation Association and European Evaluation Society.
Dr. Rajib Nandi is a researcher, evaluator, and capacity-building leader with over 27 years of experience. As the Vice President at Sambodhi Research & Communications and Chairperson of the Community of Evaluators – South Asia, he practices gender-transformative evaluation, evidence-informed policymaking, and strengthening national evaluation ecosystems for equitable, context-responsive learning and accountability.

Evelyn Naome Mpagi-Kaabule is the Former Chairperson of the African Parliamentarians Network of Development Evaluation. She is a human rights activist and an advocate for women’s empowerment. Evelyn is also an advocate for the use of evaluation evidence for decision-making and sustainable development.
