Abstract

The "Terms of Reference: Review of CGIAR’s Management Response" provides a comprehensive overview of the Management Response System (MRS) within the CGIAR organization. It outlines the objectives, scope, and users of the MRS, emphasizing the need for accountability, learning, and evidence-based decision-making. The document details the methodology employed, including the sampling of evaluations and data collection methods, to ensure a thorough and comprehensive review.

Moreover, it discusses the roles and responsibilities of various stakeholders involved in the MRS, such as the Strategic Impact, Monitoring, and Evaluation Committee (SIMEC), the Portfolio Performance Unit (PPU), and the Project Coordination Unit (PCU). Also highlights the review timeline, from the scoping phase to the final report dissemination, providing a clear understanding of the review process.

There is a focus on the limitations that may impact the review, ensuring a transparent and realistic approach to the assessment of the MRS. The review aims to identify best practices and areas for improvement within the MRS, aligning with CGIAR's guidelines on evaluation final reports and IAES's Style Guide.
